Transmission requirements are identified when technical assessments based on load and generation forecasts identify a potential need for system modifications or new transmission facilities. Once the need for the project is established, a study area is defined that includes the start and end points of the tranmission line. Potential solutions are then assessed on various criteria inlcuding cost, lead-time, and impacts on the environmental and the local community. Various consultations and approvals may be required depending on the type of work proposed.
